國家主席習近平9月16日在烏茲別克斯坦撒馬爾罕國際會(huì )議中心出席上海合作組織成員國元首理事會(huì )第二十二次會(huì )議并在會(huì )上發(fā)表題為《把握時(shí)代潮流　加強團結合作　共創(chuàng )美好未來(lái)》的重要講話(huà)。中國外文局所屬當代中國與世界研究院、中國翻譯研究院根據權威媒體及機構發(fā)布的中英文內容，圍繞習近平主席講話(huà)要點(diǎn)，經(jīng)選摘審定，形成雙語(yǔ)對照，供業(yè)界學(xué)習參考使用。

一、上合組織成長(cháng)壯大五點(diǎn)經(jīng)驗 

1.堅持政治互信。

Political trust. 

秉持成員國世代友好、永葆和平理念，尊重彼此核心利益和選擇的發(fā)展道路，支持各方實(shí)現和平穩定和發(fā)展振興。

Guided by the vision of forging enduring friendship and peace among the SCO member states, we respect each other's core interests and choice of development path and support each other in achieving peace, stability, development and rejuvenation.

2.堅持互利合作。

Win-win cooperation. 

照顧彼此利益訴求，堅持共商共建共享原則，強化發(fā)展戰略對接，始終走互利共贏(yíng)、共同繁榮之路。

We accommodate each other's interests, stay true to the principle of consultation and cooperation for shared benefits, enhance synergy between our respective development strategies, and keep to the path of win-win cooperation toward common prosperity.

3.堅持平等相待。

Equality between nations.

倡導大小國家一律平等，奉行協(xié)商一致原則，遇事多商量、有事好商量，不搞以大欺小、以強凌弱。

We are committed to the principle of equality among all countries regardless of their size, consensus-based decision-making, and addressing issues through friendly consultations. We reject the practice of the strong bullying the weak or the big bullying the small.

4.堅持開(kāi)放包容。

Openness and inclusiveness. 

主張不同國家、不同民族、不同文化和諧共處、互學(xué)互鑒，倡導文明對話(huà)、求同存異，愿同更多志同道合的國家和國際組織建立伙伴關(guān)系和發(fā)展互利合作。

We stand for harmonious coexistence and mutual learning between different countries, nations and cultures, dialogue between civilizations and seeking common ground while shelving differences. We are ready to establish partnership and develop win-win cooperation with other countries and international organizations that share our vision.

5.堅持公平正義。

Equity and justice. 

恪守聯(lián)合國憲章宗旨和原則，始終從事情本身的是非曲直出發(fā)，處理重大國際和地區問(wèn)題，反對為一己私利損害他國正當權益。

We are committed to the purposes and principles of the UN Charter; we tackle major international and regional issues on the basis of their merits, and oppose the pursuit of one's own agenda at the expense of other countries' legitimate rights and interests.

二、上合組織未來(lái)發(fā)展五點(diǎn)主張

1.加大相互支持。

We need to enhance mutual support. 

（1）要加強高層交往和戰略溝通，深化相互理解和政治互信，支持彼此為維護安全和發(fā)展利益所作努力。

We should strengthen high-level exchanges and strategic communication, deepen mutual understanding and political trust, and support each other in our efforts to uphold security and development interests. 

（2）要防范外部勢力策動(dòng)“顏色革命”，共同反對以任何借口干涉別國內政，把本國前途命運牢牢掌握在自己手中。

We should guard against attempts by external forces to instigate “color revolution,” jointly oppose interference in other countries’ internal affairs under any pretext, and hold our future firmly in our own hands.

2.拓展安全合作。

We need to expand security cooperation. 

（1）要持續開(kāi)展聯(lián)合反恐演習，嚴厲打擊“三股勢力”、毒品走私、網(wǎng)絡(luò )和跨國有組織犯罪，有效應對數據安全、生物安全、外空安全等非傳統安全挑戰。

We should continue to carry out joint anti-terrorism exercises, crack down hard on terrorism, separatism and extremism, drug trafficking as well as cyber and transnational organized crimes; and we should effectively meet the challenges in data security, biosecurity, outer space security and other non-traditional security domains. 

（2）要繼續發(fā)揮“上海合作組織－阿富汗聯(lián)絡(luò )組”、阿富汗鄰國協(xié)調合作機制等平臺作用，鼓勵阿富汗當局搭建廣泛包容的政治架構，根除恐怖主義滋生土壤。

We should ensure that the SCO-Afghanistan contact group and the mechanism of coordination and cooperation among Afghanistan’s neighbors continue to play their roles; and we should encourage Afghan authorities to establish a broadly-based and inclusive political structure and remove the ground that breeds terrorism.

3.深化務(wù)實(shí)合作。

We need to deepen practical cooperation.

（1）要落實(shí)好本次峰會(huì )通過(guò)的關(guān)于維護國際能源安全、糧食安全兩份聲明，提高能源和糧食安全保障水平。

We need to implement the two statements on safeguarding international energy and food security to be adopted by this summit and better protect energy and food security. 

（2）要落實(shí)好成員國擴大本幣結算份額路線(xiàn)圖，加強本幣跨境支付結算體系建設，推動(dòng)建立本組織開(kāi)發(fā)銀行，加快區域經(jīng)濟一體化進(jìn)程。

We need to ensure implementation of the roadmap for SCO member states to expand shares of local currency settlement, better develop the system for cross-border payment and settlement in local currencies, work for the establishment of an SCO development bank, and thus speed up regional economic integration.

4.加強人文交流。

We need to enhance people-to-people and cultural exchanges. 

要深化教育、科技、文化、衛生、媒體、廣電等領(lǐng)域合作，繼續辦好青年交流營(yíng)、婦女論壇、民間友好論壇、傳統醫學(xué)論壇等品牌活動(dòng)，支持上海合作組織睦鄰友好合作委員會(huì )等民間機構發(fā)揮應有作用。

We should deepen cooperation in such areas as education, science and technology, culture, health, media, radio and television, ensure the continued success of signature programs such as the youth exchange camp, the women’s forum, the forum on people-to-people friendship and the forum on traditional medicine, and support the SCO Committee on Good-Neighborliness, Friendship and Cooperation and other non-official organizations in playing their due roles.

5.堅持多邊主義。

We need to uphold multilateralism.

（1）要堅定維護以聯(lián)合國為核心的國際體系和以國際法為基礎的國際秩序，弘揚全人類(lèi)共同價(jià)值，摒棄零和博弈和集團政治。

We should remain firm in safeguarding the UN-centered international system and the international order based on international law, practice the common values of humanity and reject zero-sum game and bloc politics. 

（2）要拓展本組織同聯(lián)合國等國際和地區組織交往，共同堅持真正的多邊主義，齊心協(xié)力完善全球治理，攜手推動(dòng)國際秩序朝著(zhù)更加公正合理的方向發(fā)展。

We should expand SCO’s exchanges with other international and regional organizations such as the UN, so as to jointly uphold true multilateralism, improve global governance, and ensure that the international order is more just and equitable.
